'More than most directors of rugby I understand both sides of the argument,' said the 48-year-old. 'As someone who is deeply embedded here in Exeter our preference will always be that there is some form of promotion or relegation retained. 'Whatever the changes are there that has to be available. RFU and Premiership bosses have discussed a plan to expand the league to 13 teams 'It's only right and morally correct for us to take that view as a club who worked their way up through a couple of leagues to fight for their place in the Premiership. 'I would like to think we would maintain that view however the league is restructured.' The majority of Premiership clubs are pushing for a closed league. The proposal put to the RFU on Wednesday was to expand it to 13 teams, with the bottom side playing the winner of the Championship in a two-legged playoff to decide the final participant each season. Any alteration has to be ratified by the RFU council who are less likely to force changes through.
