Football's lawmakers will change the rules of penalties to aid the takers.
It has become synonymous in recent times that goalkeepers have used gamesmanship to try and put off penalty takers before they take their kicks.
Most famously, Emiliano Martinez employed disruption tactics to positive effect in the World Cup final shoot-out between Argentina and France.
Martinez employed tactics such as throwing the ball away from the France takers to try and gain an advantage in Qatar.
