Prime Minister Scott Morrison has unveiled his plan to build a fast-rail link capable of sending travellers between major cities in just minutes at speeds of more than 1220km/h. 

The high-speed train network is part of the Prime Minister's plan to ease congestion on the east coast.

A tube system has been proposed that would slash inter-state travel times across Australia, meaning a trip between Sydney and Brisbane could take as little as half an hour.

Travelling from Adelaide to Melbourne or Sydney to Brisbane would take just over 30 minutes.

A trip from Melbourne to Canberra is expected to take 23 minutes, and passengers could travel from Canberra to Sydney in only 14 minutes.

The proposal has been presented by American company Hyperloop Transportation Technologies in response to an inquiry from the government in October.

'A Hyperloop serving Australia’s Eastern seaboard and connecting Sydney, Melbourne and Brisbane addresses a population of over 10 million people,' the company's submission read.

The futuristic transport system comprises of capsules magnetically levitating in a tube on pylons, the ground or underground. The entire system would run on solar power.

Air pressure is lowered to reduce friction and allow the capsule to move at high speed.'Adding Adelaide, Canberra, the Southern Highlands and extending the route to the Gold Coast increases the number to well over half of the Australian population, in a 2000km stretch of relatively flat, seismically stable terrain and creating new business, passenger and freight transport opportunities to millions of Australians each year.'

According to the submission, the tube will be optimised to transport freight and better connection regional towns.

In addition to high-speed rail, Mr Morrison's plans to ease crippling congestion include a reduced annual migration intake. 

After hinting at his population plans for many months, the PM is expected to announce the details of his decentralisation blueprint on Wednesday. 

As part of the population plan, Australia's annual migration intake is being slashed by 30,000 places in an attempt to ease population pressures on congested capitals.

Many skilled migrants will also have to work in regional towns for three years, with international students offered enticements to study outside the big cities. 

Mr Morrison said he wanted workers in capital cities to spend less time stuck in traffic, while helping struggling rural and regional communities inject life into their towns.
