Philip Hammond could make the UK's minimum wage the highest in the world by raising it to £9.61 per hour, it has been claimed.  

Under the Chancellor's plans the rate would be increased to 66 per cent of median earnings - an international definition of 'low pay'. 

Mr Hammond is considering the move as he hopes to build a legacy of tackling low wages, sources told the Observer.  

At current rates the National Living Wage is not expected to pass £9.50 until 2024 at the earliest.
