In footage captured by security cameras, two naked prisoners can be seen running into the exercise yard of Goulburn jail and fighting on April 15. Corrective service officers are then seen firing gas cannisters through a razor-wire fence and into the yard as prisoners scatter and flee. In this video, officers from the Immediate Action Team fire gas cannisters into the exercise yard as two men trade punches. The prisoners disperse, however, the two men continue fighting while a third man grabs something from the ground and throws it in their direction. Officers then move in and use handheld gas cannisters to subdue the criminals. Commissioner Peter Severin said officers deployed the gas after inmates refused to comply with orders to cease fighting. 'There were some jail-made weapons used and the staff responded very effectively, very directly, very swiftly and what could have been a much more serious situation was successfully prevented,' Mr Severin told 9 News. Security Operations Group boss John Harrison said brawls and riots are scenarios where the gas proves useful. 'It makes it hard to breathe. Your eyes start to water, really uncomfortable that you want to get out,' he said. The group that he leads is tasked with training security officers and is also called in when major incidents such as riots unfold. Counter terrorism and corrections minister Anthony Roberts said that he supported varying levels or force in keeping the country's prison under control. The minister, who served in the Army Reserves for 12 years, said training security officers to use firearms was necessary for some situations but it was rare that officers deployed the weapons. 'There will always be bad people within our prison system and this is a way of managing that, providing a level of protection not just for our staff but also for those prisoners in the system,' Mr Roberts said.
