Every household in the country could be fitted with a water meter under plans being drawn up by Michael Gove to protect dwindling supplies.
The Environment Secretary has set a target for the average amount of water used by individuals to be cut from 141 litres a day to just 118 litres – the equivalent of one-and-a-half baths – according to a secret Whitehall briefing note seen by The Mail on Sunday.
In a letter sent to officials last week, marked ‘official sensitive’ and copied to Prime Minister Theresa May and Cabinet Secretary Sir Mark Sedwill, Mr Gove blames climate change and population increases for ‘substantial pressure on surface and groundwater supplies’ and ‘a significant likelihood of more frequent severe droughts’.
