Theresa May is fighting a battle with Chancellor Philip Hammond over his refusal to fund her ‘legacy’ commitments, according to reports.
The Prime Minister plans to leave office with a series of big-spending pledges, including billions for schools and colleges.
She wants to use her remaining weeks in the job to deliver on the domestic agenda she set out when first elected.
But she has reportedly clashed with the Chancellor, who is refusing to fund pledges that the Treasury estimates could cost £10billion.

Mr Hammond wants to keep the money as part of the war chest he has built up while a No Deal Brexit remains a
