Vietnamese officials are looking to fine the model Ngoc Trinh for wearing a very revealing dress when hitting the red carpet at the Cannes Film Festival because it was 'offensive.'
Trinh, 29, was photographed from every angle while wearing a see-through, black bodice-style dress on the red carpet for the premiere of A Hidden Life — about conscientious objector Austrian Franz Jägerstätter who refuses to fight the Nazis in World War II — at Palais du Festival, in Cannes on May 19.
While at the National Assembly session in Hanoi, Vietnam's Minister of Culture, Sports and Tourism, Nguyen Ngoc Thien, told legislators Wednesday that Trihn's 'outfit was improper, offensive and has caused public outrage' in their home country, according to VNExpress.

Furthermore, he said, she 'is not an artist that the ministry sent to the event.'

Thien is now said to be ordering officials to investigate her for violating public decency laws and potentially fine her as a result of wearing that dress at the film festival.
Vietnam is said to levy cash penalties on people who wear too revealing clothing in public. Many of those who are fined are said to be celebrities.
Thien grabbed headlines by leaving nothing to to the imagination as the bombshell offered a look at her cleavage in the raunchy keyhole neckline.
