The letter said the council had received complaints about personal items being placed on the lawn and asked mourners to keep items including flowers within the grave beam. It said items left on the lawn were a safety hazard and made it hard for staff to maintain the site. Ms Farrawell said she was left devastated because her children love planting the decorations in the grass as a way to remember their brother. She has started a petition to the council to change the rules - and it has received 635 signatures. Ms Farrawell told Daily Mail Australia: I'm angry and sad by the rules. The grave is our special place and as long as it's tidy and I maintain it I don't think the council should have a say'. Earlier this month, Ms Farrawell got a letter from the local council (pictured) which runs the cemetery saying she must clear the lawn around the grave She added: 'We wanted to put a cement slab and a picket fence but we can't even do that'. The mother said she understands why the rules are there but just wants the council to compromise. A Kempsey Shire Council spokesman said: 'Council sent a respectful letter to about 100 families outlining the rules and asking them to keep their personal tributes to the concrete beams and remove any items surrounding the gravesite,' the statement read. 'We appreciate that this is an emotional issue, but Council has a responsibility to ensure that cemeteries are a safe and solemn environment for all visitors'.
