BUENOS AIRES, Dec 2 (Reuters) - Argentina's Foreign Ministry will begin negotiations with the U.S. State Department following President Donald 's decision to restore tariffs on U.S. imports of Argentine steel and aluminum, a ministry spokesperson said on Monday.
