A Melbourne pub has been surrounded by police and two armed robbers are holed up inside.

It's understood the two men armed with firearms stormed the Westmeadows Tavern, in Melbourne's north, at about 5am on Monday morning.

Heavily armed police, the critical incident response team, special operations group officers and the dog squad swarmed the venue and are now in a stand off with the burglars.

Officers have been trying to convince them to come out using a loudspeaker and asking them to answer the hotel phone so they can negotiate.

Ardlie Street and the area around the bar has been cordoned off by police while the incident unfolds.
