A 21st birthday party has ended in disaster after a mother who was three times over the alcohol limit was charged with hitting her daughter with a car and dragging her 100m down the street as she 'bellowed' in agony.

Dale Palmer allegedly got behind the wheel of a Toyota Starlet about 12.40am on Sunday near her home in Caringbah, Sydney's south, after her son Kyle's birthday do.

She allegedly struck her daughter Keely Palmer and dragged her under the car while she was still conscious, before her mother slammed on the brakes.
