A 21st birthday party has ended in disaster after a mother who was three times over the alcohol limit was charged with hitting her daughter with a car and dragging her 100m down the street as she 'bellowed' in agony.
Dale Palmer allegedly got behind the wheel of a Toyota Starlet about 12.40am on Sunday near her home in Caringbah, Sydney's south, after her son Kyle's birthday do.
