Unvaccinated Victorian will be virtually locked out of the economy when the state reopens and jab mandates will be introduced for all retail workers.
Premier Daniel Andrews on Sunday updated the state's roadmap as the state charges towards 80 and 90 double-dose vaccination.
From 6pm October 29, travel between Melbourne and the regions will resume, outdoor masks will be scrapped, and retail and gyms will reopen.
When the higher vaccination target is hit - forecast for November 24 - capacity limits for all venues and events will be dropped and masks will only be needed in high-risk indoor settings.

But Mr Andrews said restrictions would only be lifted for the vaccinated, effectively banning those without two doses of a Covid jab from accessing personal services, dining out, or gathering in groups with friends.
As the state ramps up its vaccination rollout, the premier warned a new mandate will be introduced requiring all retail staff in Victoria to get vaccinated by 6.30pm on Friday.
'We will retain the vaccinated economy, all those requirements, although settings, where you only get in if you are double vaccinated, and you can tap and verify that for everybody,' Mr Andrews said.
