Several police units and ambulance crews rushed to the scene on Kirkton Street in Carluke, Clydesdale, at around 3.10pm on Wednesday.
Pictures from the scene show investigators picking up a blue and purple rucksack with its contents seen strewn across the street, while a light-coloured Fiat 500 was left in the middle of the road as police inspected its interior.
The woman is in her 20s while the age of the children is not yet known, although there are two schools - Kirkton Primary and St Athanasius' Primary - within a short distance of the crash site.
Their current conditions in hospital have not been reported.
