Unvaccinated Victorians will be allowed to shop in retail stores under a confusing loophole in Daniel Andrews' roadmap out of lockdown.

Non-essential retail such as clothing stores will welcome back customers on Friday at 6pm - regardless of their vaccination status.

The Victorian government confirmed that shoppers will not have to be double jabbed until 90 per cent of the state have been vaccinated, which is expected to be on November 24.

Retail staff will need to have had at least one jab by Friday and both by November 26.
