Western Australia's police chief broke down and cried after learning his officers had found Cleo Smith alive and well 18 days after she vanished from a remote campsite.

Detectives discovered the four-year-old in a locked house in Carnarvon, 73km from where she went missing, about 1am on Wednesday.

A 36-year-old man from the suburb is now in custody and being questioned by detectives. 

NSW Police Commissioner Mick Fuller told Radio 2GB his Western Australian counterpart Chris Dawson was in tears after hearing of the miraculous discovery.
