Dramatic footage has emerged of the moment  a Victorian MP's daughter begs for help inside a Melbourne bar as she flees a street attack which left with a gaping head wound.

Kielan Maddick, 26 - whose father, Animal Justice Party leader Andy Meddick, backs Dan Andrews' emergency Covid laws - was hit on the head with a spray can and chased down the road.

Security camera footage shows her clutching her head as she escapes, running into the nearby 86 Bar where she collapses on the floor as staff quickly lock the doors behind her. 

Ms Maddick was later taken to hospital where she received three stitches to the 3cm cut on her head.

She later posted on Instagram that she had been targeted by the mystery attacker for being 'political' on Smith Street in the inner northern suburb of Fitzroy.

And her father said he believes his daughter was ambushed because he supported the Victorian premier's proposed controversial laws to manage pandemics.

However, police have since cast doubt on that, saying the attack did not appear to be political. 

'Investigators have been told a 25-year-old woman was spray painting over a poster on Smith Street when she was approached by an unknown man about 11pm,' the statement said. 

'The pair had an argument before the woman threw the spray can towards the man as she attempted to leave the scene.

'The man followed the woman and threw the spray can which struck her in the back of the head.

 'The man left the scene as staff from a nearby venue rendered assistance to the woman before she attended hospital for treatment to minor injuries.'

In a series of Instagram posts, Ms Meddick said she was attacked by a man on Smith Street in Fitzroy for being 'political'. 

The illustrator and photographer screamed for help before running into the bar where staff treated her wound which required stitches and glue in hospital. 

'I'm home safe now, thank you so much for all the support,' Ms Meddick said in her social media post.

Her father has received threats since announcing he supports Mr Andrews' new laws to manage pandemics. 

The laws, which have stalled in Victoria's upper house as the Goverment struggles to get the numbers it needs, would give the premier unprecedented powers.

The move would let the health minister make 'any order' he deems reasonably necessary' which could include lockdowns, vaccine mandates, enforced mask-wearing and much more, with fines of up to $454,350 for rule-breakers.

Critics say the proposed laws are an 'over-reach' and 'extreme' and has sparked angry protests in the city including a major protest on Saturday.

Mr Meddick is one of three crossbench MPs who support the laws.

In a statement, he said: 'I have reason to believe this could be linked to my role as an MP and the positions I have taken on the pandemic response.

The MP said he has been 'desperately worried' about 'comments, threats and intimidation' that have been made against his family, staff and colleagues since he announced his support for the government's pandemic bill.
