The little girl who was found dead in a stormwater drain has been identified as shell-shocked family and friends mourn the three-year-old.

The blonde-haired toddler received an outpouring of floral tributes and stuffed toys at the site of the drain in Kelso, in Townsville's southwest. 

The little girl and her two-year-old brother ventured from their Queensland home about 6.40pm on Saturday, police said.
