A distracted motorist has avoided jail time after he ran a red light, running over a young boy who later died.

Zhou Lu, 49, will instead do community service for not paying attention - for just a few seconds - when he drove through a red light in August 2018 and caused the fatal incident.

Lu was driving home from work at night when he struck and killed 10-year-old Jack Power as the boy was crossing a road in East Melbourne.

The 'kind and compassionate' kid suffered catastrophic injuries after his head hit the windscreen.

The group had been given their parents' permission to walk to the supermarket from a family birthday party and were on their way back when the tragedy occurred.

As they were crossing at a green signal, Jack's friend saw the oncoming vehicle and yelled 'run', pulling his sister away before Jack was
