Kamala Harris laughed through her recollection of extreme droughts growing up in California as she presented the White House plan to address global water insecurity and called it one of the biggest 'national security' issues.

'As many of you know, I am a daughter of California. And as a result, many things have probably flowed from that – pardon the pun – but one of them has been: I have been, my entire life, acutely aware of the reality of water scarcity,' the vice president said through laughs at her own pun.

'I remember I was, I think, 12 – in middle school, about that age – 13, when we experienced an extreme drought in California,' she continued. 'And I remember watching in the Oakland Hills, northern California, the landscape turning from green to brown.'

'And everyone from my mother, our teachers, the radio DJs – KDIA 'Lucky 13',' Harris burst into laughter at this point in reference to a radio DJ she listened to growing up 'saying how important it was to conserve water.'

Harris said that as a child she knew everyone 'had a personal responsibility' to take water insecurity and drought seriously, including making 'some sacrifice'.

'I remember how unsettling it was to imagine how our access to a resource so basic and essential as water, how that could become so uncertain and we could not take it for granted,' she said.

She did not take any questions at or following her remarks.

This is not the first time Harris has laughed through remarks – in fact she regularly receives criticism for laughing at inappropriate moments or exhibiting awkward timing in jokes or comments.

During a speech earlier this year about providing more broadband to rural schools, Harris said 'the importance of the passage of time' four times in the matter of 30 seconds.

The vice president invited four women to speak before her remarks Wednesday on the inter-agency effort to address water insecurity leading to global conflict.

The guest speakers were Administrator Samantha Power of the U.S. Agency for International Development; Deputy Secretary Kathleen Hicks from the Department of Defense; Alice Albright, the Chief Executive Officer of Millennium Challenge Corporation; and Sonia Shahrigian, the Country Team Lead for Timor-Leste for the Millennium Challenge Corporation.
