Malcom White, 36, had just been released from jail following a 12-year prison sentence Two other women are also believed to have been assaulted by White on Thursday morning. Philadelphia Police Chief Inspector Frank Vanore say there does not appear to be a motive behind the attack. 'He made some utterances. None of them really made any sense. We're not even sure what he was trying to say,' Vanore said during a press conference. While incarcerated he was accused of attacking prison staff including several prison guards and a female officer who he allegedly bit as he was being transported. Robberies, meanwhile, are up a concerning 17.3 percent from last year, with crimes in general up more than 23 percent. According to police stats, there have been 225 homicides so far this year in Philadelphia. Last year, the city reported more than 500 murders - the most seen since 1990. Philadelphia Police Commissioner Danielle Outlaw has blamed unstaffed police department in an interview with NPR. Outlaw also said: 'The truth is the homicides are not happening in a vacuum – there are those out there who are determined to attack and kill their victims. While we are making constant adjustments to mitigate this sickening reality, our officers, simply put, just can't keep up by being everywhere at all times.'
