A new report from the New York State Inspector General says that the state trooper who was reassigned to the Canadian border after it was revealed that he was having a relationship with then Governor Andrew Cuomo's daughter should have been disciplined for the affair.

Dane Pfeiffer, 37, a member of the ex-governor's security detail, had a relationship with the ex-governor's daughter, Cara Kennedy-Cuomo, 27. 

Cuomo's daughter told the governor of the relationship on May 21, 2020 — the very next day Pfeiffer was summoned to a state police office for an interview that was never filed as a personnel complaint, according to the report. 

Pfeiffer was then quickly transferred to work near the Canadian border. 

The 32-page report says that the state police's actions in response to the information was inappropriate. 

Inspector General Lucy Lang wrote: 'The Inspector General does not agree with [State Police Superintendent Kevin] Bruen's conclusion that Pfeiffer's conduct did not constitute a violation of State Police rules warranting the initiation of formal disciplinary proceedings.'

Pfeiffer was never officially disciplined over the matter, the New York Post reported at the time and the new report confirms.

Lang also felt the state police improperly investigated the matter with regard to Pfeiffer and his supervisor.   

'In the nearly 18 months that followed, no personnel complaint number was assigned to the matter, the audio files of the two compelled statements [from Pfeiffer and a supervisor] were not properly maintained, reports documenting the investigative steps taken in response to the complaint were not completed, nothing was entered into the PSB record management system, and the Inspector General was not notified,' Lang wrote.

Lang reveals that Pfeiffer applied for the transfer himself and his supervisor at the time, who knew about the relationship 'weeks earlier,' retired soon after.

Kevin Bruen, the first deputy superintendent of the State Police who is now the State Police Superintendent, was responsible for the matter and told him that he would not be formally disciplined, but should apply for a transfer off Cuomo's detail immediately.

Pfeiffer's commander at the time suggested that the trooper may have taught Kennedy-Cuomo 'how to defeat surveillance, you know, protection.'

Bruen told the IG: '[T]his was concerning because of the factor . . . of the time that he’s been compromised ... you can’t be in this position and have that kind of a relationship with one of the protectees. You might be, supposed to be at a particular assignment, and if there’s a fire in the house, you run to your beloved. Right. But that’s not your job.'
