Virginia Governor Glenn Youngkin responded to the protests held by students around the state regarding his new policy which addresses transgender students. 

In an appearance on Fox and Friends Wednesday, the governor doubled down on his proposal, stating that the goal is to put parents at the forefront of major health and identity choices. 

'The children don't belong to the state,' Gov. Youngkin said Wednesday morning. 'They belong to families.' 

'We first want to love every kid,' Youngkin stated. 'And we want to make sure we're protecting their dignity, and their privacy, and their safety. And the difference in what our policies are really focused on is indeed bringing parents fully in.'

The policy would require students to receive written permission from a parent in order for the school to acknowledge a change in name, pronouns, or bathroom use.   

'Accommodations will be made for that student,' should the written permission be submitted, according to the model policy.

Youngkin's proposal would also separate players of school sports by biological sex assigned at birth.

'Biological boys shouldn't be playing sports with biological girls,' the Virginia governor said. 'It's just not fair.'

The Virginia governor argued during his appearance on the FOX show that former Gov. Ralph Northam's policies regarding transgender students 'excluded parents' from the conversation and made it so that they were not the primary decision makers in their child's health. 

Gov. Youngkin took office in January 2022, claiming the spot from Northam, a Democrat, during the 2021 gubernatorial election. 

A statement released to Fox News Digital from Youngkin's spokeswoman echoed the governor's message regarding the 'family first' ways of the policy. 

'The guidelines make it clear that when parents are part of the process, schools will accommodate the requests of children and their families,' Youngkin's spokeswoman said. 

Youngkin's guidelines walk back Northam's 2021 policies that required public schools to develop rules to allow transgender students to use restrooms and locker rooms that corresponded with their gender identity.

Northam's rules sparked fury in 2021 after a boy in a skirt in Virginia's Loudoun County raped a girl in a girl's bathroom. During a campaign debate in September 2021,
