Footage has captured the moment a sovereign citizen refused to take a breath test after being pulled over by police with the officer drawing praise for his composure.

The driver had been travelling down a road in regional Victoria when he was stopped by police.

An officer then walks up to his driver's window before he is dragged into a heated argument with the driver who records the incident.

The driver is seen refusing to hand over his personal details, claiming he doesn't understand the officer's authority, and dubbing himself a 'living man'.

A highway patrol officer can be seen in the video holding a breathalyser as he stands by the driver's window.

'What crime is there? What crime has been committed?' the driver asked.

The police officer calmly explains to the man why he has been pulled over. 

'There has been a traffic offence committed, all right?' he said.

'And you are required in Victoria when you've committed a traffic offence to give me your name and address and produce your license.'

The driver hits back with a bizarre statement leaving the police officer unimpressed.

'What crime is there? … For there to be a crime, there must be a victim,' he said.
