A mother whose body was found in her apartment allegedly told a triple-0 operator 'he's bashing me' during a frantic emergency emergency call about her partner - yet police only attended the scene 20 hours later to  find her lifeless body.

Tatiana 'Tania' Dokhotaru, 34, was found inside her Liverpool unit, in Sydney's south-west, about 8pm on Saturday, on the eve of her son's fifth birthday.

Police will allege in court that a frantic Ms Dokhotaru had called for help about 11:40pm on Sunday and said: 'He's bashing me … my husband's taking all the money from my house,' The Daily Telegraph reported.

Her partner Danny Zayat, 28, was arrested at the scene on Saturday and has been charged with a litany of domestic violence-related offences, including choking and breaching an apprehended violence order. 

He has not been charged in relation to her death but is assisting detectives with their inquiries into what led to her passing.

Three hours after receiving the triple-0 call which did not include a complete address, police arrived at the scene but left soon after when they could not determine her unit number.

Ms Dokhotaru's body was discovered when officers returned to the building the next day after receiving another call from a neighbour. 

A critical incident investigation has been launched over why police did not act with more urgency to the 'priority three' emergency call.

NSW Premier Chris Minns said the response time of the police to Ms Dokhotaru's triple-O call was 'very concerning' but called for calm to allow the police to conduct their investigation into the 'traumatic incident'.

Her devastated mother Olga Dokhotaru also issued an emotional statement.

'No parent should ever have to outlive their child. We cry out for justice and have faith the truth will prevail,' she said.

'Please pray for us, Australia.'

Zayat told police the couple had argued because she had taken drugs and was intoxicated. 

He is accused of punching a television during an argument with Ms Dokhotaru on the night of her death. 

But Zayat said he left the apartment at midnight on Friday before returning on Saturday when Ms Dokhotaru did not return his calls. 

A witness called triple-0 after hearing distressed cries of 'help me' and Zayat called an ambulance. Police arrested him when they arrived.

His lawyer said it was a 'tragic set of circumstances' and added he would be applying for release on bail when he appears in court later this week. 

Ms Dokhotaru should have been spent Sunday celebrating her little boy's fifth birthday after the pair returned from an overseas holiday just last week.

The new details come as neighbours revealed they heard her young son screaming inside the Norfolk Street apartment about 2pm on Saturday - just hours before she was found with severe head injuries. 

Devastated friends told Daily Mail Australia on Monday that Ms Dokhotaru was a 'beautiful mum' who moved to the country about 10 years ago from Russia.

They said she adored her 'bubbly' little boy, Zayn, and the pair, who had only recently moved into the block of apartments, shared a very special bond. 

'They just returned from a seven-day holiday in Thailand together,' one friend said.

'He was a mummy's boy. She did everything for him. They were always together. 

The women said Zayn turned five on Sunday - just hours after his mother was found dead. 

It is understood Zayn is now under the care of relatives while authorities correspond with Ms Dokhotaru's parents, who live in Canada.  

In the days before her death, Ms Dokhotaru had started renting out luxury goods - including shoes, clothes, watches, and bags from big-name brands such as Burberry, Christian Dior and Louis Vuitton. 

After launching a business Instagram page last week, she quickly got to work sharing photos of the designer items available - posting 140 times across Wednesday, Thursday, and Friday. 

A friend said Ms Dokhotaru was 'hardworking' and had set up the new project to earn a bit of cash while caring for her son fulltime.
