Devon Archer, who is set to testify to the House Republican-run Oversight Committee within days, established a friendship and business alliance with Hunter Biden that goes back decades and took the pair from the golf links to Ukraine.

Now, after three aborted attempts since receiving a subpoena, he is set to testify Monday, a panel spokesman confirmed.  

Archer, 48, and Hunter together formed Rosemont Seneca Partners back in 2009, along with Christopher Heinz, the son-in-law of former Sen. John Kerry, kicking off a period of international business deals and jet-setting.

He and Hunter served as managing partners of the firm. Archer and Heinz had been college roommates at Yale. 

Archer and Hunter Biden each landed lucrative seats on the board of Ukrainian energy firm Burisma, despite Hunter not having particular expertise in the field. The firm brought in a reported $11 million through the arrangement, based on information gleaned from Hunter's infamous laptop.

They were photographed golfing with then-Vice President Biden back in 2014. 

Now, Archer is set to testify before the House Oversight Committee in its probe of the Bidens – although he has already rescheduled three times after receiving a subpoena.

Archer's transcribed interview will take place behind closed doors, according to an aide, who noted such appearances are usually led by committee staff.

It all comes during a week when Hunter Biden is set to appear in court to plead guilty to two tax crimes.

Panel chair James Comer, who issued the subpoena, says he will testify about 'all the times' he saw Biden meet with Hunter's business associates – following reports Hunter made a habit of putting his powerful father on speakerphone in a possible bid to impress potential partners and clients. That comes after Comer and other top Republicans have repeatedly accused the president of taking part in 'crimes' but failing so far to produce hard evidence.

White House Press Secretary Karine Jean-Pierre brushed off another inquiry Monday about whether the president was involved with his son's business dealings.

She said she had answered similar questions 'millions of times,' then added: 'The answer remains the same. The president was never in business with his son.' 

Archer was convicted of securities fraud back in 2018, and last month lost his appeal to have his conviction and one-year sentence overturned. He had been convicted of defrauding a Native American tribe through the fraudulent issuance and sale of $60 million in bonds.  

Now, Hunter's former business partner and friend is set to testify that Hunter called then Vice President Joe during meetings with clients, reports say.

Devon Archer, 48, was subpoenaed on June 12 by the House Oversight Committee, which is investigating Hunter's businesses and whether he and other members of the Biden family improperly traded on their connections.

Archer has so far canceled his scheduled depositions three times, The Washington Examiner reported, but still intends to speak to the committee. They go on recess for the summer break in August.

On Sunday, The New York Post reported Archer is expected to tell the committee Joe spoke to Hunter's business associates, including those at Burisma, at least 24 times.

Archer and another business associate, Tony Bobulinski, have both said Joe Biden offered brief greetings and platitudes rather than concrete agreements to Hunter's business partners.

But Archer's testimony will further challenge the White House's insistence that Joe Biden never had any knowledge of or involvement in his wayward son's business affairs.

'We are looking forward very much to hearing from Devon Archer about all the times he has witnessed Joe Biden meeting with Hunter Biden's overseas business partners when he was vice president, including on speakerphone,' said James Comer, a Republican for Kentucky who serves as the committee chairman.

Joe Biden, who was vice president from 2009-17, spoke to Hunter's partners on the Ukrainian energy firm Burisma in December 2015.

Hunter and Archer were in Dubai, Archer will reportedly testify, and Hunter told fellow Burisma board members they could speak to his father on the phone.
