Plans for a ‘latte levy’ on single use coffee cups and fines for failing to recycle have been backed by MSPs.

Green minister Lorna Slater’s Circular Economy (Scotland) Bill includes measures aimed at reducing waste and single-use items.

A public consultation on charging for disposable cups is expected soon and could see a fee added to orders, much like the 5p plastic bag charge.

New measures could also look at the disposal of unsold consumer goods, a clampdown on littering from vehicles and a toughening of rules around household and commercial waste.

However critics have accused the Bill of being vague on cost and unambitious. Ms Slater has also been urged to learn from the mistakes which saw the deposit return scheme collapse.

She said: ‘We want to create a circular economy, in which resources are kept in use for as long as possible.’
