Labour could be about to scale back or ditch its flagship transport policy of renationalising the railways, party insiders fear.

Sources say transport spokesman Louise Haigh has submitted plans for an overhaul of the rail network for vetting.

However, senior party figures are said to have concerns about the cost of the package, raising question marks over yet another of Sir Keir Starmer's pledges.

Sources close to Rachel Reeves, the Shadow Chancellor, last night refused to guarantee that the policy would make it into the party's manifesto at the general election later this year.

They said they wouldn't 'give a running commentary on manifesto development policy', adding: 'There is a manifesto process, our policies will be fully funded and fully costed. All policies are subject to Rachel Reeves's fiscal rules, including bringing rail back into public ownership.'
