Rachel Reeves was left with a black hole in her plans when Chancellor Jeremy Hunt spiked the Opposition's guns by announcing at the last Budget that he would scrap non-dom status. But the Shadow Chancellor will today say she can fill the void by closing the tax gap – the difference between tax owed and what government collects. Ms Reeves will announce a target to raise £5billion a year by the end of the next parliament by giving HMRC an extra £555million to boost collection. The money will be spent on increasing the number of compliance officers by up to 5,000, investing in digitisation of the tax office and modernising – with the help of businesses – the tax profession and digital service providers. We will take on the tax dodgers because if you make your home and do your business in Britain, then you should pay your taxes here too.'
