Fired up locals have slammed 'crazy' neighbours for complaining about café noise as a political row blows up over the new diner in one of Sydney's wealthiest suburbs.

Northern Beaches Council has rejected The Joey's bid to open for dinner and evening drinks in ritzy Palm Beach, over fears about the impact on nearby properties.

But locals say they're dumbfounded because the restaurant is 800m from its nearest neighbour and has a golf course as a natural sound barrier in between.

More than 130 locals backed the plan to extend opening hours to 11pm each night, from the current 7am-4pm daily and 10pm on Fridays and Saturdays during daylight savings, but it was blocked by the council.

Now NSW Premier Chris Minns has become embroiled in the row and slammed the curfew as the 'opposite direction' from the way he wanted to see the state going.

Just seven locals opposed the plans, including two who live on Waratah Road, around an 11-minute walk from the The Joey, while four did not list their address.

One resident who supported The Joey's application said the options for an evening meal in the area were lacking in the ritzy suburb.

'It's crazy, we all want it,' she said.

Another neighbour said she was shocked by the decision and had never heard any noise coming from the restaurant, poreviously known as Barrenjoey Beachhouse.

Financial advisor Stephen Jones led the revolt against the application, saying it was 'totally unreasonable' and would cause his family unbearable anxiety.

He said he had lived in the area for 22 years and the late opening would cause 'significant adverse noise impacts' on its neighbours 600m away on the other side of the nine-hole golf course.

'I object ... due to a significant increase in the duration of loud music and particularly the deep bass beat effects that reverberates from the venue and can be heard from inside our house,' Mr Jones said in a submission to the council.
