Mr Hammond used a conference call to speak to 330 business leaders on Tuesday. The conversation took place just hours after Theresa May’s Brexit deal suffered a historic Parliamentary defeat. Yesterday the Government survived a no-confidence vote by 325 votes to 306.
In the recording, acquired by The Telegraph, Mr Hammond says the Article 50 EU exit mechanism could be “rescinded” by a cross-party Parliamentary motion.
The motion is expected to be tabled as an amendment on Monday. If passed the Government could be forced to extend Article 50.
Mr Hammond said: “What is proposes to do is create a parliamentary power to withdraw the Article 50 notice.
“My understanding is that amendments will be tabled to the Government motion on Monday.
