The Democrat issued an apology yesterday after the photo of him was discovered in his 1984 yearbook from Eastern Virginia Medical School. Mr Northam said in an apology yesterday that he was “deeply sorry” for the hurt that his decision has caused but did not specify which costume he was wearing in the photo. In his statement yesterday, Mr Northam acknowledged the “clearly racist and offensive” nature of the photo.
He said: “I am deeply sorry for the decision I made to appear as I did in this photo and for the hurt that decision caused then and now.
"I recognise that it will take time and serious effort to heal the damage this conduct has caused.
"I am ready to do that important work. The first step is to offer my sincerest apology and to state my absolute commitment to living up to the expectations Virginians set for me when they elected me to be their Governor."
