Mr Younger delivered the dramatic message whilst speaking to UK journalists at the Munich security conference. Last year the the Skripals became seriously ill after being poisoned with the Novichok nerve agent. The UK Government accused Russian military intelligence agency, the Main Intelligence Directorate (GRU), of being responsible.

 At the Munich conference Mr Younger commented: “We assess that there is a standing threat from the GRU and other Russian services and that very little is off limits”.

The remarks were reported by Mark Urban, diplomatic editor of the BBC’s Newsnight show, who was present during the briefing.

Sergei Skripal and his daughter Yulia were poisoned with Novichok on March 4 in Salisbury.

Mr Skripal, a former Russian intelligence officer who was convicted of high treason in 2006, had reportedly been working with UK intelligence services.
