Olly Robbins is understood to have spoken with secretaries of state ahead of the meeting at Mrs May’s country retreat.
He warned Michel Barnier is under no pressure to change his uncompromising outlook in talks with the UK.
A Government source stated they came out of the meeting with Mr Robbins feeling the UK was “more screwed” than before.
They said: “I came out of the meeting and thought we were even more screwed than we were before.”
They also told The Times: “I was surprised he admitted how bad it was. If I had to gauge where we are, I would say Downing Street moving towards the Norwegian model.”
The insider added ministers could have to choose between a free-trade agreement or a deal in the vein Norway struck with the bitter bloc.
The meeting with Mr Robbins was one in a series between Cabinet ministers and Downing Street officials.
