Rep. Tulsi Gabbard claimed that Harris locked up more than 1,500 minor drug offenders 'and then laughed about it when she was asked if she ever smoked marijuana' on a radio program.
She accused her of keeping innocent people in jail and extending sentences to take advantage of their free labor, in a sharp attack on the U.S. Senator and former attorney general of the Golden State.
'There is no excuse for that, and the people who suffered under your reign as prosecutor, you owe them an apology,' Gabbard insisted.

A lawmaker who'd propelled herself to the top field with an attack on Joe Biden in the last debate, Harris got a taste of her own medicine in Detroit, where she was on stage with the former vice president again.
She became the target of attacks from many of her competitors, starting with New York's de Blasio.
'Joe Biden told wealthy donors that nothing fundamentally would change if he were president. Kamala Harris said she's not trying to restructure society. Well, I am,' he said in his opening remarks.
Biden was the next to lace into her, bringing up her repeated health care flubs and saying of her Medicare for All proposal: 'Well, my response is that the senator has had several plans so far …. And in fact, you know, this is the single most important issue facing the public. And to be very blunt and to be very straightforward, you can't beat President Trump with double-talk on this plan.'
He later questioned Harris' ability to do math – resurfacing a claim her health care plan uses bogus numbers.
'The fact of the matter is -- the fact of the matter is that there will be a deductible. It will be a deductible on their paycheck. Bernie acknowledges it. Bernie acknowledges it. Thirty trillion dollars has to ultimately be paid. And I don't know what math you do in New York, I don't know what math you do in California, but I tell ya, that's a lot of money, and there will be a deductible,' he said.
Harris had assailed Biden in the first debate for his position as a senator on busing and claimed Wednesday night when moderator and CNN host Jake Tapper invoked the subject that she would have voted in favor of forced integration.
'On that issue, we could not be more apart,' she said, 'which is that the vice president has still failed to acknowledge, that it was wrong to take the position that he took at that time.'
Biden came ready with his opposition research file, slapping her for abusing minorities for eight years when she was California's attorney general in his response.
