One of the two victims of a deadly helicopter crash in New South Wales has been identified as a recently-elected Victorian councillor and prominent businessman. 

Andrew Goldman, 54, was on board the Robinson R44 helicopter when it crashed in rugged bushland in the Southern Highlands area south-west of Sydney.

The alarm was raised around 6.45pm Wednesday night after the helicopter, believed to be on a training flight at the time, failed to return to Goulburn. 

A search bushland near Tallong, 25km east of Goulburn was launched, taking six hours to find the pair's bodies.
